What is a Business Improvement District?

An improvement district is a special district created to make improvements, typically to infrastructure, in a given area. It is also called a self-taxing district, because the property owners agree among themselves to pay into the district, in return for services which they also agree on.
The resolution creating the BID #1 was adopted by the Council on August 20, 2007 for the purpose of improving and increasing the level of business activities within the boundaries of the district. On November 19, 2007, the BID #1 Advisory Board was appointed and consists of eleven members; one from each BID area and two at-large members.

Robyn Davies has been a Stillwater resident since 1990. She is a graduate of Stillwater High School and holds both a B.S. in Hotel and Restaurant Administration and a Masters Degree in Business Administration from Oklahoma State University.

Robyn serves as Manager and President of her family's business - Furniture Showcase - which she has led since 2002. Robyn and her husband, Derrick, have a cat named Bullet.

Doug and his wife Deanne have been Stillwater residents since 1986.  Doug obtained a BS degree from Southwestern College, Winfield, KS in Biology-Chemistry in 1986 and MS and Ph.D. in Zoology (Toxicology) from OSU in 1988 and 1990, respectively.  The Forts have three children, Chelsea who attends Southwestern College (Winfield, Kansas); Hayley a Senior at Stillwater High School; and Troy, an 8th grader at Stillwater Junior High.  Doug is the President of Fort Environmental Labs and is an adjunct faculty member in the Department of Zoology at OSU.  Doug and Deanne enjoy spending much of their time watching their children's various athletic, music, and church-related activities and enjoy participating in various events at OSU.  Doug also coaches the Stillwater Lady Pioneer tennis team.

John and his wife Jenifer have lived in Stillwater since 1999. After graduating from Oklahoma State University in 1992, with a BS in Business Administration, he attended The University of Oklahoma College of Law, graduating in 1995. He spent the next five years practicing law in Oklahoma City, with a focus on real estate issues, commercial transactions and estate planning.

In 1999, he started a real estate title and closing company in Stillwater and in 2000 merged his Stillwater operations with Community Escrow & Title Co., which is owned by his family. Community Escrow has locations in Stillwater and Lawton, where John serves as President, CEO and General Counsel.

John is married to Jenifer Rolston Bartley and they have two children, Trent, age 8 and Tara, age 6, both are attending Stillwater Public Schools. He is active in many programs at First United Methodist Church, and is on the Board of the Stillwater Chamber of Commerce, serving his 2nd year on the Executive Committee. He also serves on the Board of Directors for Payne County Youth Services and Stillwater Group Homes. John is also a Commissioner for the Stillwater Housing Authority and a member of the Frontier Rotary Club.

John coaches his son’s baseball team and enjoys attending his daughter’s gymnastics and dance events. He also competes in 10K’s and ½ marathons. The whole family enjoys attending OSU sporting events together.

John is currently serving as the Chair of the Board of Directors of the BID.

Winfrey was born and reared in Stillwater and graduated from Stillwater High School. He has served in the Army Corps, and received an A.B. Degree in History and Political Science from Oklahoma A&M. Shortly after he attended the University Of Oklahoma College Of Law and obtained a J.D. Degree, practicing law for over 55 years. He has four children and nine grandchildren.

Over the years Winfrey has served the legal profession and community in a number of ways including: President of the Payne County Bar Association, President of the Oklahoma Bar Association, President of the Oklahoma Bar Foundation and a member of the House of Delegates of the American Bar Association. In 1987 he received the Oklahoma Bar Association “Outstanding Lawyer Award in Practice More than 35 Years”.

Winfrey served as an Elder of the First Presbyterian Church, and served on the Mayor’s Human Relations Committee, Stillwater Medical Center Board, Public Housing Authority Board, Downtown Neighborhood Planning Team, DSU Main Street Board and Design and Economic Restructuring Committees. He is the developer of the 7th Avenue Center, a National Historic Restoration site Downtown Stillwater. Winfrey also served as a City Commissioner from 1990-1993.

Ben was born and raised in Stillwater, OK. He graduated High School in 1957 and spent two years at Oklahoma State University, Kappa Sigma Fraternity. Ben has spent over 25 years in the grocery business and over 30 years in the lumber business.

Ben was active member of the Stillwater J.C.’s and held several offices while a member. He is currently a member of the Stillwater Rotary Club and has been active for over 30 years, and has also served on committees for Stillwater Hospital.

He has four children, two graduating from Oklahoma State University, two currently living in Stillwater, OK and eleven grandchildren.

Ben’s hobbies include a love of water skiing, basketball, softball and music. He currently owns and operates Douglas Building Center.

Jack Allred has been a resident of Stillwater for most of his life. He is a Stillwater High School and Oklahoma State University graduate.

Jack has been active in Stillwater real estate for over 30 years and currently owns and operates Main Street Realtors. He has served as President of the Stillwater Board of REALTORS and was REALTOR of the Year in 2000. He was inducted into the modern category of the Stillwater Hall of Fame by the Stillwater Chamber of Commerce in 2008.

He currently owns three buildings in the BID District #1.

Steve was born and raised in Stillwater, OK. He has grown up being involved in the family business, The Lee Company, which distributes Doors, Windows and Glazing products for Residential and Commercial projects. In 1982 Steve came on "full time" and has served in a variety of roles from service department, wholesale sales, department manager and now currently as the general manager.

In addition to serving on the current BID Board and Member Services Committee, Steve also served on the Downtown Stillwater Unlimited Board.

In his spare time Steve enjoys, hunting, shooting, woodworking and glass blowing. He is married to wife Sonya who was also raised in Stillwater and is a Registered Nurse working at Stillwater Medical. Sonya also enjoys gardening and is an Ambassador for Oklahoma Gardening.

Randy Wick was born and raised in Stillwater Oklahoma, the roots are deep too Stillwater as his grandfather was in the land run of Oklahoma. After high school he spent several years doing construction in and around Stillwater including the brush creek sewer line in which men died putting pipe in the ground. From there he got his first sales job at a local wholesale company. Randy moved off to Dallas Texas and then to sunny California for several years. He got married in 1991 to his lovely wife Jill and they moved back too Stillwater in 1991. They have 3 children 9,6,& 4, who are a gift from God.

Randy got his real estate license in Oct 1993 and has been in the real estate industry every since. He worked at Select Homes until he moved to Grindstaff –Harris and was there for 9 years before opening his own Real Estate office. Wick & Associates Realty located at 1108 S. Main Stillwater OK. Where he and his wife, Jill work and offer a full array of services from Listing and Selling property, Property Management and to Buying Dumps and fixing them up. They also offer a Contracting Services for their clients from painting to full remodels.

Robert Sitton has been a resident of Stillwater since the 4th grade. He is a Stillwater High School and Oklahoma State University graduate. He earned his degree in Accounting from the College of Business.

He entered a partnership in 1976 to construct homes, remodel homes, maintain homes and later build convenient stores. In 1981 he became sole owner of the company known as Sitton Enterprises Unlimited. His wife Deanita entered the business in 1984 and they are working together today.

Robert and Deanita have 3 children and 6 grandchildren.

They own a rental property in the BID.

Katrina is a graduate of Oklahoma State University and is married to another OSU graduate, Randy Jarvis. Katrina has worked at Stillwater National Bank since 1994 and is Vice President, Financial services division. Randy works as manager of corporate marketing for Central Rural Electric Cooperative. Katrina and Randy have one son, Joe, age 13 who attends Perkins – Tryon Schools. Katrina has previous experience with Southwestern Bell, Mercury Marine and Leonard Jewelry. She began her banking career in 1988 at OKC for First Interstate Bank before accepting the position with Stillwater National Bank.

Katrina serves on the board of directors for Stillwater Children’s Museum and is currently on the committee for the search for outdoor sculpture at the Stillwater Library. She is a member of the Stillwater Noon Lions Club and is very active in her church, as teacher, witness ministries chair and has participated in mission trips.

Katrina has been involved and active in the downtown Stillwater district from the days of working at Leonard Jewelry and up to and including the career with SNB. She was active on the Downtown Stillwater Unlimited Board including serving as President that operated as the Main Street organization. The personal and economic success of the people and businesses of the downtown district is at the heart of the vitality and viability of Stillwater.

Katrina serves on the Bid board as a member at large.


  

Susie Presley

Susie and her husband, Leo, have been residents of Stillwater since 1981.  They have two grown children. Susie holds the position f Executive Vice President at BancFirst overseeing Deposit Operations, Sales, and Service. Susie has been active in the community over the years through the following organizations:  Chamber of commerce, Exchange club, Downtown Stillwater Main Street Organization, City of Stillwater Audit Committee. Susie and Leo are members of Eagle Heights Baptist Church

Angela McLaughlin is the Business Improvement District Coordinator is responsible for promoting and marketing the district in a manner which will attract customers and visitors to the area for strengthening business activity of existing and new businesses.
